1.    SUMMARY

Within the Executive Management Division (EM), NATO’s International Staff (IS) Human Resources (HR) Directorate is comprised of five pillars: Talent Management and HR Integration (TMHRI); Staff Services (StS); HR Policy and Strategy Coordination (IS and NATO-wide HR policy); Data and Analytics; and the Medical Service.

The role is under the Organisational Design, Development and Change Management (ODDCM) team, TMHRI. The incumbent works mainly on organisational design projects and tasks. Examples of areas of work are reviewing post descriptions, carrying out job classifications and providing reorganisation expertise. In addition, the incumbent contributes to wider organisational design studies and change management initiatives.

 

2.    QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • possess a university degree or equivalent level of qualification in HR, labour sciences, organisational management or other relevant fields;
  • have at least one year of relevant professional experience in organisational design and/or human resources management;
  • have experience in contributing to organisational design initiatives;
  • have experience in contributing to and/or drafting policy papers in the areas of HRM and/or ODD;
  • possess excellent written and oral communication skills;
  • demonstrate strong drive for teamwork, customer service attitude, and flexibility;
  • have the capacity to learn and adapt to a fast-pace environment;
  • possess very good organisation and multi-tasking skills;
  • demonstrate proactivity and the capacity to manage stress;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; III (“Intermediate”) in the other.

DESIRABLE

The following would be considered an advantage:

  • a graduate degree (Masters) in a related field;
  • a professional qualification/certification in Project or Programme Management;
  • a professional certification relevant for this position;
  • experience in a national administration and/or international public sector organisation;
  • fluency in both NATO Official languages.

 

3.    MAIN ACCOUNTABILITIES           

Project Management

Support and contribute to projects and studies related to organisational design and change management, and broader talent management fields. Contribute as a team member to different initiatives and modernisation projects of TMHRI and provide ad hoc support to the ODDCM projects (e.g. post description reviews, job classification, etc). 

Expertise Development

Prepare a wide range of products (policies, briefs, analyses, project plans, etc.) and contribute to the implementation of ODDCM projects Support the ODD Officer in the design and implementation of ad hoc organisational development studies and contribute ideas as part of the team. Propose initiatives to improve the work and expertise of the Service. Contribute to enhance the strategic partner role and leadership of the ODD function across the IS (International staff). 

Stakeholder Management

Collaborate closely with all functional experts from TMHRI. Liaise with HR Advisers (HRAs) and divisional points-of-contact to ensure client needs are understood. Provide support in the implementation of change initiatives within the IS. Collaborate with peers from other NATO bodies on Organisational Design initiatives. Liaise with the Policy and Strategy Coordination Section to ensure alignment of ODDCM and HR policies with the NATO-wide HR Strategy. 

Knowledge Management

Research best practices and innovative solutions. In cooperation with HR and colleagues across the Organisation, develop and enhance knowledge related to organisational design. Participate in studies affecting TMHRI support projects, and leverage lessons learnt. 

Information Management

Contribute to the development of new processes and procedures. Support internal communication plans related to new projects, ensuring that all stakeholders are consulted and informed in a timely manner. Contribute to the optimisation of the information flow, particularly related to the various ODDCM projects and initiatives.

Perform any other related duty as assigned.

 

4.    INTERRELATIONSHIPS

The incumbent reports to the Organisational Design and Development Officer and works in close coordination with other staff in ODD, as well as the broader HR team and other IS divisions when required. They will develop close working relationships with staff at all levels. They will support benchmarking studies with other NATO bodies, national and international organisations.

6.    CONTRACT
 
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract until 28-02-2026; possibility of renewal for up to 3 years.
 
Contract clause applicable:
This post is required for a limited period to support the the uplift of the NATO 2030.  As employment in this post is of limited duration, the successful applicant will be offered a definite duration contract until 28-02-2026, which may be renewed for a period of up to 3 years if required to support this project.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a definite duration contract will be offered until 28-02-2026, which may be renewed for a period of up to 3 years if required to support this project, and subject also to the agreement of the national authority concerned.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
