Organisation Summary and Post Context:
Headquarters Joint Support and Enabling Command (HQ JSEC) provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA). HQ JSEC develops, maintains and coordinates a cross-functional, protected Reinforcement and Sustainment Network (RSN) with stakeholders and coordinates the infrastructure for strategic deployment, sustainment and redeployment with Host Nations (HNs) and Transit Nations (TNs). It establishes and maintains 360° AOR-wide focused situational awareness through the Consolidated Reinforcement and Sustainment Picture (CRSP) to enable the coordination and assessment of operational activities within relevant vigilance areas. Simultaneously supporting all Joint Force Commands (JFCs) and all Theatre Component Commands (TCCs) while concurrently coordinating with Sending Nations (SNs), TNs, HNs, Partner Nations, Non-Governmental Organisations (NGOs) and International Organisations (IOs). HQ JSEC supports advance /contingency planning by delivering functional advice on RbyFo and Sustainment Flow, and enables and facilitates timely RbyFo and Sustainment Flow of NATO forces through the conduct of continuous and pro-active planning and enabling activities; assuring unity of inter-/intra-theatre logistics efforts through a multi-domain, multi-JOA, multi-lateral, and whole-of-government approach. It also provides out-of-theatre support to enduring/non-enduring NATO movement operations to include supporting exercises by coordinating and managing the strategic deployment/redeployment of National forces in close coordination with (ICCW) SNs, Framework Nations (FNs) and HNs, by de-conflicting National Detailed Deployment Plans / National Detailed Redeployment Plans.
The Management Directorate (MGT) is responsible for the integration, coordination and implementation of services, activities and facilities management across the HQ to support the HQ mission. It is the HQ primary interface with the HN and identifies efficiency measures to organisational and procedural issues. MGT provides business continuity, internal control, internal security, real life support, and Morale, Welfare & Recreation (MWR) activities for the personnel assigned to the HQ and dependents.
The Base Support Group (BSG) is responsible for: providing material, warehousing, property management and HN Liaison; co-ordinating facility engineering & maintenance, transportation, duty travel, health & environmental safety and fire prevention in support of the HQ and in accordance with HN Support (HNS) Agreement (HNSA). It provides administrative services to include privileges, courier and mail distribution as well as HN-supported reprographics and linguistics, accounting international funds. It provides also force protection, policing, as well as disaster, security and emergency policy for the HQ, in addition to MWR activities as per HNSA.
The Infrastructure, Storage and Supply Management Branch (ISSM) is responsible for the overall direction, management and coordination of engineering and maintenance functions to include engineering support, facilities maintenance, civil works and utilities procurement for the HQ in accordance with relevant HN Support Agreement. ISSM administers support requirements to include space allocation, quality assurance activities, custodial support and property disposal, and provides warehouse and supply services.
The incumbent is responsible for analysing, planning, implementing and coordinating security requirements for infrastructure projects. This post reports to OJC ZXSM 0010 – Branch Head (ISSM), OF-4.
Main responsibilities:
- Plans, designs and implements security measures for NCS in accordance with ACO security policy
- Formulates/promulgates JSEC HQ physical security policy and procedures
- Adjusts and amends infrastructure project related security planning in accordance with the project progress
- Implements the NATO Security Risk Management Process (NSRMP)
- Performs industrial security for the companies deployed during infrastructure projects
- Contributes security requirements for the contracts with civil companies to Acquisition
- Monitors the construction works and intervenes through the Project Manager if issues identified
- Assists regarding physical security implementation upon HQSO request
- Plans and establishs Access Control Systems, Intruder Detection Systems, Fire Alarm Systems, CCTV Systems and further security systems
- Designs security requirements and ensures proper implementation for establishment of new Class I/II Security Areas
- Conducts physical security surveys, designs integrated security & safety systems that include equipment procedures and people
- Monitors installations, operations and maintenance of security systems
- Responsible for JSEC HQ key management
- Maintains office key and combination lock database
- Coordinates with engineers/technicians maintenance of security systems
- Contributes to the Internal Security Plan ICCW HQSO
- Prepares and implements Emergency Evacuation Plans relating to fire emergencies, bomb threat, technical emergencies
- Instructs emergency evacuation classes for JSEC members
- Conducts emergency evacuation trainings
- Conducts Fire and Safety Risk Assessments
- Participates in security-related training IOT maintain proficiency
- Provides support advice (includes representation and participation in committees, conference boards, working group meetings)
- Requests TSCM sweeps through ACCI
Qualifications
University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
Must be an experienced Security Officer with experience regarding construction security (e.g. monitoring of several projects)
Must be experienced in staff work.
Knowledge of NATO staff procedures and tasks is an asset.
Experience as a Security Operator / Chief is desired.
Completion of the following courses is desirable:
NATO Security Course (MPG-MP-2699) provided by NATO - School Oberammergau (NSO)
NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO)
Language skills:
English - NATO Standard Language Proficiency 3333, (Listening, Speaking, Reading, Writing) is essential.
German NATO Standard Language Proficiency 2222 (Listening, Speaking, Reading and Writing) is desirable.
NOTE: The work in this post and in this Headquarters is conducted mainly in English.

Personal Attributes: Must possess good interpersonal and communications skills, poise and tact in dealing with senior officers, civilians and military personnel from all NATO member states. Is pro-active in his attitude towards work. Must show good leadership, managerial qualities, tact and diplomacy in dealing with subordinates, customers and contractors. Must be able to assess mission requirements independently and contributes to solve them. Is in good health, can work under stress and is prepared to work long hours when required.

Incumbent’s professional expertise ensures that works will be planned and carried out in the most efficient and economical way possible, thus formulates/promulgates JSEC HQ physical security policy and procedures.
Contribution to the Objective
Provides secretarial and administrative support which is essential to the smooth functioning of the Headquarters Security Office (HQSO) for all issues related to security aspects.
Special Requirements
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake TDY assignments both within and without NATO’s boundaries and be willing to work unsocial hours.
The work is normally performed in a typical office environment. Normal working conditions apply. The risk of injury is categorized as: No Risk / risk might increase when deployed.
Security Clearance
The successful applicant will be required to apply for and receive a NATO SECRET Security Clearance prior to final confirmation of contract and commencement of employment.
Contract
This requirement is in support of the NATO 2030 agenda and is project linked. The successful candidate will be offered a 3 year definite duration contract as a NATO International Civilian (NIC). Serving NIC staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
The successful selected candidate must complete a NATO medical examination and have a NATO security clearance before an employment offer will be released.
