1.         SUMMARY

The NATO Office of Resources (NOR) provides independent and integrated expert advice to the Secretary General, NATO Resource Committees, Allies, and other stakeholders on the planning, allocation and utilisation of military common funding made available to achieve NATO’s goals and objectives.

The NOR advice is based on sound judgement underpinned by facts, figures expertise and knowledge. It follows NATO policies, procedures and standards, and is independent of external stakeholder’s viewpoints. It supports efficient and effective use of public funds by assessing the policy compliance, eligibility, affordability, technical viability, and lifecycle implications of military requirements and proposed solutions. Furthermore, the NOR facilitates resource-informed political decision-making.

The Resource and Portfolio Management (RPM) Branch delivers quality, timely and relevant advice and support to NATO resource committees in relation to the delivery of NATO common-funded capabilities across the NATO Security Investment Programme (NSIP) and Military Budget. It provides advice throughout all stages of the resource management lifecycle – planning, implementation, reporting, to ensure effective oversight and strategic use of resources. It further provides advice to support the efficient application of NATO’s common funding capability delivery governance model at the portfolio level, including programme interdependencies and portfolio and programme exceptions. The Branch also supports the Head of Financial Reporting Policy in the central coordination and development of NATO-wide accounting and financial reporting policy in line with approved accounting standards and best practices in the field of public finance.

The incumbent, working under the direction of the Head, Investment Planning and Analysis Section, is responsible for implementation and for financial management of the NATO Security Investment Programme (NSIP). The Financial Coordinator records authorisations of NSIP funded programmes and projects by the resource committees in the NOR financial information system and support preparation of NSIP calls for contributions and various financial reports/statistics. The incumbent advises on the application of proper financial procedures to the NOR and external stakeholders and processes International Board of Auditors for NATO (IBAN) audit reports on NSIP projects in view of their financial closure.

 

 

2.         QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

 

·         have a good general education, at least to higher secondary level;

·         have at least 6 years of experience in business administration, accounting or finance;

·         have experience with analysing financial data and preparation of financial reports or budgets;

·         have strong knowledge of standard Information Technology systems and software (spreadsheets, databases, etc.);

·         being able to draft clearly and concisely in one of the official languages of NATO;

·         possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other.

 

DESIRABLE

The following would be considered an advantage:

·          a higher-level education degree or certification from a recognised institution in one of the following specialisations: office administration, business administration, finance/accounting or other field related to the position;

·         experience in using a Project Portfolio Management System or Enterprise Resource Planning (ERP) system;

·         knowledge of the NATO Security Investment Programme (NSIP) processes and procedures;

·         knowledge of International Public Sector Accounting Standards (IPSAS);

·         experience working in a multicultural or international organisation of a comparable size to NATO.

 

 

3.         MAIN ACCOUNTABILITIES

Expertise Development

Handle operations and undertake different types of database queries relating to financial management to build statistics and produce reports for NOR and Resource Committees use.

Contribute to the preparation of documents of an administrative and financial nature. Participate in the development/updates of automated financial modules and NOR information management improvements.

 

Planning and Execution

Prepare financial data for the quarterly NSIP call for contributions and the quarterly and annual NSIP financial activity report. Create and maintain up-to-date files of relevant documentation. Assist in bringing investment projects to financial closure by implementing audit findings.

Work independently, and prioritize their workload applying proper time management. Provide constructive suggestions to improve processes related to area of responsibility.

 

Knowledge Management

Assist with reporting queries and monitoring to ensure the implementation and the application of relevant internal procedures. Manage database input and provide statistics and reports when requested.

Assist the Section Head in supervising accuracy of financial data entered into the financial systems used by the NOR. Suggest and participate in the development of new automated reports. Contribute to the efficient flow of information within the team.

 

Stakeholder Management

Build and maintain efficient working relationship with the national representatives from NATO Delegations and Ministries of Defence, NATO Agencies, Strategic Commands, the International Board of Auditors to NATO (IBAN) and NOR staff in order to ensure timely and accurate financial reporting and management of the NSIP, as well as to ensure the application of the financial and administrative procedures in use. Maintain customer confidence by respecting deadlines and paying attention to detail.

 

Financial Management

Perform financial duties following NSIP policies and procedures. Analyse, validate and amend financial data submitted by Host Nations for projects funded by the NSIP. Participate in the preparation of documents/reports for the financial management of the military common-funded programmes.

 

Perform any other related duty as assigned.

 

 

4.         INTERRELATIONSHIPS

The incumbent reports to the Head, Investment Planning and Analysis Section. The incumbent supports the section head and collaborate with other staff throughout NOR on administrative and financial procedures. In addition, and under the guidance of the section head, the incumbent liaises with national representatives from NATO delegations and Ministries of Defence.

6. CONTRACT
Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years’ duration; possibility of an indefinite duration contract thereafter.
Contract clause applicable:
In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
