Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
The Human Resources Data Services Branch (HRD) exercise authority for Human Resources Data Services (HRDS) for all PEAs and other NATO organisations participating in the HRDS Programme and provides HRDS business management, training and support. The HRDS Business Management Section (BSM) is providing advice and support to PEAs and other HRDS Programme organizations via business and data analysis in the area of workforce, personnel and identity data management and tools. BSM manages the HRDS Programme, its budget; the NATO-wide HRDS requirements, policies, procedures and data protection. It provides secretarial support to HRDS Board and SME support to HRDS User Group.
Senior Data Analyst (Entitlement, Privileges, Identity) is responsible ensuring effective the HRDS Programme wide governance, utilization, and management of entitlement, privileges and identity data through the related HRDS applications and work products including, but not limited to: NSTEP entitlements and privileges, NIACS internal access permissions, application user roles and permissions , AMIS identity and base access cards. Act as Subject Matter Expert (SME) to HRDS personal data protection, identity processes automation and HR Digitalization leveraging a deep understanding of NATO identity policies and procedures and contributing expertise to broader initiatives within the organization.
Principal Duties
The incumbent's duties are:
1. Identity Data management: Manages the entitlement/privileges and identity data within the HRDS applications and work products encompassing the full lifecycle of the data and taxonomies for the input, creation, use, sharing, transfer, maintenance, publication, archiving and retention.
2. Identity Data Analysis and Interpretation: utilize statistical methods and analytical tools to analyze identity data, define KPIs and metrics to measure effectiveness, prepare reports and dashboards for stakeholders, and provide ad hoc analysis and reports in response to business inquiries.
3. Policies, Directives, and Procedures: Coordinates policy and processes with AMIS identity management, physical security, and legal staff and policy developers at other NATO organisations.
4. Personal Data Protection and Identity Data History: Responsible for managing the identity data lifecycle, ensuring compliance with personal data protection requirements; Acts as the HRDS custodian/data steward of all Personal Data Processing Activities and supports audit processes.
5. Identity Data Quality: Ensures data accuracy, integrity, and security in accordance with regulations, analyzing data quality to support standardization, and conducting data quality checks and remedial actions.
6. Identity Data Visualization: Provides regular reports and data insights on key identity data metrics to support data-driven decision-making for commanders and staff officers.
7. Identity Data Digitalization, Standardization and Integration: The role involves ensuring the smooth integration of identity data across systems to enable comprehensive analytics and reporting capabilities. This includes leading efforts to digitize identity card and related processes, integrating data from various internal and external sources, and assisting commands in standardization of forms, related to identity management functions.
8. Identity Data Governance Framework: Governance of how all types of identity data (structured and unstructured) are used to support decision-making, business processes and digital services. Ensure consistency, reliability, and usability of identity data across the organization.
9. Business Analysis and Improvements: Modernize identity processes through digital transformation initiatives aimed at improving efficiency and effectiveness. Foster a culture of innovation and adaptability by embracing digital solutions and leverage emerging technologies.
10. Training Requirements: Manages AMIS, printers, NSTEP, NIACS and related training requirements, performing any required Training Needs Analysis (TNA) and propose revisions for further changes/updates to be implemented by the HRDS Training and Helpdesk section.
11. Responsible for designing and monitoring the supply, operation and maintenance of the AMIS specific printers and laminators.
12. Committees and working groups participation:
a. Participates/supports the annual ACO J2 Security Conference.
b. Participates/supports the HRDS annual user group
Special Requirements and Additional Duties
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
Essential Qualifications
a. Professional/Experience
1. At least 2 years of experience in the last 10 years with personal data protection as data protection officer or subject matter expert, data manager with overview of the end-to-end personal data protection implementation.
2. Proven experience applying personal data protection principles for international organisations.
3. Sound knowledge and experience of at least one national personal data protection regulation.
4. A clear ability to plan, manage and coordinate activities to manage and implement changes to policy and procedures.
5. At least 2 years of experience in the past 10 years with identity card applications and related business process analysis.
6. Proven experience applying data analysis principles and technics for identity data analysis within an international organization.
7. Experience/knowledge of at least one data analytical tool/technic.
8. Experience/knowledge of at least one data visualization tool.
9. Experience in the identification, planning and coordination of a set of related projects within a programme, to manage their interdependencies in support of specific business strategies and objectives.
10. Experience in collection, elicitation of business requirements, and translation of requirements into operational plans.
b. Education/Training
University Degree in human resources management, business or public administration, law, cyber security or related field, business administration, engineering, economics, public administration, operations research, business process engineering or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience
c. Language
English - SLP 3333 - (Listening, Speaking, Reading and Writing)
Desirable Qualifications
a. Professional Experience
1. Experience in an international organisation, NATO or national MOD.
2. Comprehensive experience in NATO HR Data Services processes, functions, and tools.
3. Experience in Business Process Management (workflows) and Process Optimization.
4. Experience of identification of new and alternative approaches to performing business activities
5. Experience in integrating, managing, and optimizing HR data through digital tools and technologies to enhance operational efficiency and strategic decision-making.
6. Experience with in creation and reviewing of training material.
7. Experience as an ID card policy staff officer within an international or military organization.
8. Experience within the area of security at international organization
9. Knowledge of how to collect, store and monitor, structure and display data and tell a story driven by data analysis
b. Education/Training
1. Data Analytics Certification Degree or professional accreditation in personal data protection related discipline.
2. Project Management Certification (for example, PRINCE2 Foundation & Practitioner Certification or Agile Project Management Practitioner & Foundation Certification)
3. Resource Management Education Programme (RMEP) Course (ETE-FI-2708) provided by NATO - School Oberammergau (NSO)
4. NATO Global Programming Analysis Course (ETE-PP-31627) provided by NATO - School Oberammergau (NSO)

• Managerial Responsibilities: May act as project and team manager. The incumbent will analyse the impact upon the project of changes emanating from the user community and will manage the requirement analysis procedures gaining agreement for revisions to the project from the project sponsors.
• Professional Contacts: The incumbent will routinely interface with the following: (a) Users at all professional levels (b) ACO Data Protection Office, NATO J2 security staff, Office of the Legal Advisor and security/personal data protection staff at all levels within the HQs (c) Host Nation project managers and associated project officers. (d) NATO technical staff providing life-cycle support to the applications(s). (e) NATO HQ Office of Chief Information Officer staff about enterprise directives and policies on data protection and identity data management and sharing.
• Contribution to Objectives: (a) The incumbent will contribute to the development of policy and procedures for the Data Exploitation, Digital Transformation, utilisation of Data Protection and Identity Management within not only ACO but also agencies and organisations utilizing the HRDS application and accessing HRDS personal and identity data. (b) In managing the user aspects of ID Card, entitlement and privileges management, the incumbent will ensure that the systems and applications are maintained in accordance with the enterprise and ACO directives within schedule and budget whilst continuing to meet all user requirements and technical specifications.
REMARKS:
Duration of contract: Pending Approval. Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
