Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports Supreme Allied Commander of Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Command Group (CG) provides and sustains strategic level command and control capabilities to support SACEUR in exercising his command functions.

The Office of the Chief of Staff (OCOS) provides full spectrum support to Chief of Staff (COS)/Vice-COS in fulfilling their duties.

The Office of Organisational Advisory and Change Management (OACM), as an integral part of the Office of the Chief of Staff (OCOS), provides: a holistic, cross-functional, objective analysis and advisory capacity.

SHAPE has formed a provisional project management team (PMT) to fully implement its transition to a strategic warfighting headquarters (SWHQ) through different Lines of Effort (LOEs) and Working Groups (WGs). This post provides a dedicated culture and communications coordinator to support the SWHQ PMT to fulfil its implementation of SWHQ remit under compressed, high-priority deadlines.

 

Principal Duties

The incumbent's duties are:

1.    Develops annual SWHQ organizational culture strategy to be reviewed and approved by SHAPE Chief of Staff (COS)

2.    Develops annual SWHQ communication strategy to be reviewed and approved by SHAPE Chief of Staff (COS)

3.    Develops and maintain the plan for project activities

4.    Produces written project D&G, as it relates to organizational culture and PMT communications, as ordered by the Branch Head

5.    Acting as liaison to STRATCOM J10 and SHAPE Public Affairs Office (PAO) for messaging to internal and external stakeholders

6.    Monitors, follows and, where necessary, exploits related external activities

7.    Act as SWHQ PAO where able (i.e. interviews, informational campaigns, briefings to external stakeholders)

8.    Develop, implement, analyze and provide reports on organizational culture surveys of SHAPE workforce to CG as directed

9.    Maintain version control of messaging and program coordination materials within Enterprise Document Management System (EDMS)

10. Provides information or briefs on the SWHQ as directed

 

Special Requirements and Additional Duties

      1.    The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract

      2.    The incumbent may be required to perform like duties elsewhere within the organisation as directed.

      3.    The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

Essential Qualifications

A.        Professional/Experience

1)    Minimum 2 years of experience in a broad military background including previous major staff experience in a joint or combined staff in a large HQ, Joint Command, NATO HQ or MOD.

2)    Wide experience in office communication and information systems.

3)    High level of organizational, coordination, and communication skills

4)    Previous involvement in organizational culture change

5)    Experience working in a multinational environment

 

B.        Education/Training

University Degree  in accounting, finance, management, business administration, public administration or related discipline  and 2 years post related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.

 

C.        Language

English - SLP 3333 (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications

1.    Professional Experience

1)    Previous experience in management of complex projects in international, multicultural environments.

2)    Minimum 5 years’ experience in change management within an international organization.

3)    Experience working directly with senior leadership.

4)    Experience working within diverse cross-functional teams

5)    Experience in multi-variate statistical analysis

6)    Experience in organizational psychology or related field

7)    Experience in survey design and administration

2.    Language

English – SLP 3434 (Listening, Speaking, Reading and Writing)

 

Attributes/Competencies

      1.    Personal Attributes: High effective communications skills, integrating cultural awareness, able to adapt to different level of audiences, including senior management level and representatives from Nations and NATO International Staff. Executive level organizational skills, able to translate organizational strategies into executable plans and leading through their implementation. Supportive leadership style, able to eliciting accountability across the staff and facilitating contribution and coordination.    

      2.    Ordered mind with the vision to see the path to completion, modifying approach to deal with unexpected challenges. Influencing skills outside of a chain of command. Adaptability and determination resolve to deliver on projects and designated tasks. Travel will likely be required with this post. The incumbent is required to have excellent language skills and briefing skills.   

      3.    As a key project manager, incumbent have managerial responsibilities, this position supports NATO 2030 objectives and change management in the HQ to enable delivery of COS SHAPE Directives, interface with Directorate Development Teams, support implementation of SHAPE SWH initiatives, build continuity and expertise in the SHAPE SWHQ Project, and develop SHAPE SHWQ orders, products, and briefings.  

      4.    Professional Contacts: The incumbent liaises with higher, parallel and lower NATO headquarters, NATO agencies and Host Nations for processing and developing operational requirements related to SWHQ. Normally at staff or higher functional level, both within and external to the HQ. Confident, on their own initiative, to give or solicit information in support of the project. 

      5.    Contribution to Objectives: The incumbent will be responsible to analyse, research and provide recommendations on activities that will directly impact the future management, organisation and structure of the SWHQ. Will provide advice on the resource impact of these changes.

 

REMARKS:

Duration of contract: The successful candidate will fill this post as a Project Related NATO International Civilian (PLN) with a three-year definite duration contract within the NATO 2030 Agenda. On expiry of this term the PLN will be deleted or absorbed into the ceiling pending approval or will exceptionally be considered for extension.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
