Post Context/Post Summary

Headquarters Joint Support and Enabling Command (JSEC) provides a resilient operational-level Joint Headquarters, capable of supporting 24/7 operations to coordinate enablement (at the operational level) and, on order, the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliance's ability to project and sustain combat power into, across and from the Area of Responsibility (AOR), and, if required, into a Joint Operations Area (JOA).

 

The Finance Directorate (J8) is responsible for drafting, managing and executing the HQ allocated budgets as well as accounting, purchasing and contracting goods and services.

 

The Budget Branch is responsible for the planning, preparation, production, screening, presentation, execution and reporting of the HQ budgets, Resource Proposals and Medium Term Resource Plans.

 

The incumbent directs and guides the preparation of annual and task specific financial plans and budget estimates and supports Director of Finance/Financial Controller in the requirement screening/validation process necessary for the allocation of Military Budget resources.

 

Principal Duties

The incumbent's duties are:

1.             Manages the proper preparation and execution of JSEC's Budget and the Budget and Medium Term Resource Plan (MTRP) and initiates corrective action as required.

2.             Supports the Director of Finance/Financial Controller during the screening/approval process of the budget estimates at the Budget Committee.

3.             Develops budget planning and execution policies and procedures.

4.             Translates requirements into financial resource demands and directs their inclusion into the annual budget estimates and financial plans.

5.             Allocates approved funds in accordance with generic guidance from the Director of Finance/Financial Controller and ACO.

6.             Ensures the proper use of allocated international funds in accordance with the guidance and rules and regulations from NATO financial bodies.

7.             Supports ACO in development of the consolidated NMA (NATO Military Authorities) Impact Statement (CNIS).

8.             Drafts and presents the Budget Execution Report (BER) to the Budget Committee.

9.             Identifies and provides solutions to budget execution and financial resource management issues that may jeopardise the successful achievement of JSEC's assigned tasks, objectives, and responsibilities.

10.          Proactively participates in defining, mitigating and managing the risks within the functional area of responsibility in the Finance Directorate (J8) and actively contributes to implement and maintain the internal control framework of the Directorate.

11.          Holds overall budgetary management authority for all assigned or delegated budget amounts.

12.          The incumbent’s decisions will commit NATO and the Command Structure in respect to the allocation and consumption of NATO financial resources. Authority to make decisions, task and intervene to adjust the day to day work priorities and workload of the staff within the assigned functional area.

 

Special Requirements and Additional Duties

The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.

 

Essential Qualifications

A.       Professional/Experience

1)             Experience in financial management, including executing policies and procedures.

2)             Experience developing financial plans and forecasts, and advising on financial planning and budgeting.

 

B.       Education/Training

University Degree in finance, accounting, business administration, economics, public administration or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 7 years post related experience.

 

C.       Language

English - SLP 3333 (Listening, Speaking, Reading and Writing)

 

Desirable Qualifications

A.            Professional Experience

1.             Experience in interpreting, planning and forecasting financial requirements for military missions.

2.             Experience in operating automated accounting system(s).

3.             Experience with the NATO Automated Financial System (FinS) and/or Oracle Financials.

 

Attributes/Competencies

1.             Personal Attributes: The duties require the incumbent to have well-developed analytical skills in order to recommend solutions to a variety of budget-related issues. An effective supervision of the budget preparation cycle for JSEC require the incumbent to have leadership qualities and the ability to foster teamwork. They must be able to exercise the appropriate control mechanisms to ensure that assigned goals are reached within the parameters established by applicable regulations and policy. This presumes that the incumbent is equipped with sound, consistent judgement and a forward-thinking approach.

 

2.             Professional Contacts: Internal contacts at all working and managerial levels of the command up to COM level. External contacts include higher HQs, members of the Budget Committee and related working groups as well as Ministerial Representatives of member Nations. The incumbent will be responsible to develop and maintain contacts with partnership Nations through the Force Generation Process. This includes representing the HQ on stakeholders' forums and meetings.

 

3.             Contribution to Objectives: The successful planning and execution of the HQ's budget is an important contribution to the Command’s objectives. The incumbent plays a major role in this process and the performance helps the Director of Finance/Financial Controller in establishing financial objectives for the Command. The incumbent's actions will influence COM JSEC with regard to the allocation and consumption of NATO financial resources.

 

4.             Supervisory Responsibilities: Performs key roles in directing, guiding and leading staff towards achievement of assigned tasks and responsibilities, which includes setting priorities and establishing work schedules.

 

REMARKS:

 

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).  Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

 

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
