1. SUMMARY
The Executive Management (EM) Division, International Staff (IS), has the lead role in the overall management of the NATO Headquarters (HQ). The EM Division covers the following directorates: HQ Support and Transformation (EM-HQST), Human Resources (EM-HR), and Information Communication, and Technology Management (EM-ICTM).
Within HQST, the Interpretation and Conference Services (ICS) provides direct support to NATO’s core business - the daily consultation among nations. It includes all the components found in established International Organisations for the provision of modern conference services.
The HQ is a cutting-edge building presenting 21st century challenges. All NATO conference and meeting facilities are under the purview of the AV Services to a greater or lesser extent in terms of operations, maintenance and user support.
The AV Programmer will have the opportunity to work on cutting-edge technology and innovative projects and contribute to the growth of a dynamic and forward-thinking team.
Under the direction of the Project Manager, AV Innovation and Transformation, the AV Programmer plays a key role in developing, coding, and implementing AV software, and/or support the Section in implementing/adopting off-the-shelf solutions. The responsibilities of the AV Programmer encompass the entire software development lifecycle, including designing, implementing, testing, documenting, and providing support for enhancements, upgrades, and replacement of existing systems. As a key member of the team, the AV Programmer plays a crucial role in developing software based audiovisual functionalities, virtualized applications and cloud-fit services using off-the-shelf IT hardware.
2. QUALIFICATIONS
ESSENTIAL
The incumbent must:
- possess higher secondary education qualification with a minimum of 4 years of relevant experience in software development tools OR upper vocational training/post-secondary degree in Computer Science, Software Engineering or a related field with a minimum of 2 years of relevant experience in software development tools;
- be familiar with programming languages commonly utilized in the development of customized software applications, particularly within the AV and Broadcast industry;
- have experience with software development tools;
- be able to work cooperatively in a team environment with diverse stakeholders;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
- be willing to work outside regular office hours in response to crises and urgent requirements.
DESIRABLE
The following would be considered an advantage:
- previous experience working in AMX or Crestron programming or other Pro AV / broadcast automation systems;
3. MAIN ACCOUNTABILITIES
Expertise Development
Under the direction of the Project Manager, AV Innovation and Transformation, assist in the analysis, study, design, implementation, testing and documentation of solutions to meet business requirements. Ensure that industry best practices and Organisation’s standards are used consistently and effectively. Translate user input to functional requirements for any associated system.
Project Management
Under the supervision of the Project Manager, AV Innovation and Transformation, ensure that projects are delivered in a timely manner. Follow up on project-related technical issues and associated punch lists. Raise project or systemic risks with management and engage proactively in mitigating these risks. Help implement new procedures, tools and improvements. Take remedial action for technical issues likely to impact operations, immediately if necessary.
Information Management
Ensure that system and business knowledge is up-to-date and shared, through the appropriate design, implementation, technical and support documentation. Escalate issues and draft reports whenever necessary. Take part in the post-implementation review by evaluating project results.
Stakeholder Management
Attend meetings as requested. Build and maintain effective collaborative relations with the many clients and stakeholders of the service within the Organization and beyond to help capturing requirements, managing expectations and facilitating service delivery. Establish a strong cooperation with the Lead, AVI in order to support projects in line with operational requirements as well as to resource project teams. Collaborate with staff involved in the projects; ensure a timely execution of tasks, and offer guidance as well as support at critical moments.

4. INTERRELATIONSHIPS
The incumbent reports to the Project Manager, AV Innovation and Transformation. The incumbent collaborates closely with the Lead, AVI who manages the overall AV infrastructure. The post holder coordinates – as appropriate – with staff members of various Divisions/Independent Offices from the NATO Headquarters as well as with other NATO stakeholders and external suppliers.

In accordance with the NATO Civilian Personnel Regulations, the successful candidate will receive a definite duration contract of three years, which may be followed by an indefinite duration contract.
