1. Post Context/Post Summary
Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.
Since November 2022, SHAPE has transitioned to a Strategic Warfighting HQ (SWHQ) construct. The SWHQ dynamically performs strategic warfighting functions throughout peacetime, crisis and conflict in a multi-domain environment. The Multi Domain Strategic Operations Centre (MDSOC) within the SWHQ delivers comprehensive situational awareness, enabling the identification of crises, and supports estimates, response options and planning for SACEUR decision making. The J2 Division’s Multi Domain Strategic Intelligence Centre (MDSIC) provides comprehensive advice, warning intelligence, decision support, assessment, and situational awareness to the Command Group (CG) and Allied Command Operations (ACO).
The J2X Branch provides Security and Communication & Information Systems (CIS) Security governance and oversight of NCS elements, security awareness and training, security policy development, and advice on security policy implementation. In addition, J2X executes CIS security accreditation on behalf of the ACO Security Accreditation Authority SACEUR. The third major activity of the branch is provisioning of CI, HUMINT, Identity Intelligence (I2), Technical Exploitation (TE), Human Network Analysis in support to Targeting (HNAT) and Biometrics policy, doctrine and advice.
SHAPE J2X owns and administers this analytical position, embedded within the MDSIC J22 Branch for assessment oversight, quality control and dissemination purposes.
2. Principal Duties
The incumbent's duties are:
a. Conduct efficient and effective co-chair responsibilities for the TESSOC WG in the absence or on behalf of SHAPE J2X BH
b. Continuously engage the TESSOC WG membership on TESSOC incidents inside SACEUR’s AOR to validate TESSOC incidents and to determine attribution
c. Brief SACEUR and other Flag Officers in the ACO on TESSOC assessment issues
d. Manage TESSOC WG membership inside and outside the ACO including Host Nations CI representatives ensuring high levels of collaboration, peer review and intelligence assessment integration/ collaboration
e. Use applied analytical tradecraft and best practices to provide timely, relevant and forward looking TESSOC assessment for SACEUR and senior military Customers
f. Assume technical oversight and ‘peer review’ of all subordinate ACO 2X assessment on behalf of SHAPE J2X
g. Operationalize TESSOC Indications and Warning (I&W) Intelligence assessment in peacetime and crisis. Maintain an evergreen TESSOC assessment using a decision support matrix for SWHQ Customers
h. Conduct continuous review and ownership of TESSOC Indicator 11 as per the ACO I&W Construct
i. Complete TESSOC assessment on Eastern NATO Border areas with Non-NATO Nations
j. Maintain close analytical and engagement relations with ACCI and SWHQ Hybrid/ Cyber/ Protection/ Counter Destabilization Working Groups
k. Pioneer and develop innovation best practices to improve TESSOC assessment using the TESSOC Portal
l. Participate in SWHQ exercises as part of the MDSIC J22 staff as a TESSOC analyst
m. Conduct specialized field trips to NATO Nations with deliverables, as required
3. Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days.
Extended duty hours (12 hour shifts for extended periods of time including weekends) are likely during major exercise participation or in a crisis.
The work is normally performed in a normal NATO office-working environment. Normal working conditions usually apply. The risk of injury is low on analytical field trips when authorized by SHAPE ACOS J2.
4. Essential Qualifications
a. Professional/Experience
(1) Minimum 2 years of experience in an Intelligence Fusion Cell/Centre or similar structure, civil or military, as analyst.
(2) Minimum 2 years of experience in activities related with Intelligence, Counter Intelligence and Security.
(3) Minimum 2 years of experience in identifying and countering the threat to force security through intelligence analysis on Terrorism, Espionage, Sabotage and Subversion (TESSOC).
b. Education/Training
University Degree in criminology, police, public or business administration, administration of justice, accounting, business or criminal law, comparative government, area studies, general management, political theory, behavioural or social psychology or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 (Listening, Speaking, Reading and Writing)
5. Desirable Qualifications
a. Professional Experience
1. Experience in operational and strategic planning.
2. 3 years experience in Police or Military Intelligence or Law Enforcement Intelligence Studies.
4. Experience in Analytical Management proven knowledge of tools to integrate, analyze, and present results and trends to base assumptions and predictions of future activities, leading multi-disciplinary teams of analysts and briefing senior executives (military or civilian)
5. Experience with Artificial intelligence applications in a classified work environment, cyber assessment and computer graphics.
b. Education/Training
Military Staff School/ College qualified, military operational planning courses, HUMINT/ CI/ Security training, (counter, anti) surveillance qualified.
6. Attributes/Competencies
· Professional Contacts: TESSOC production aligns output to support SWHQ decision-making and I&W senior military customers up to SACEUR. TESSOC analysts work broadly across the SWHQ supporting several Workings Groups (such as the Hybrid, Protection, Counter Destabilization WGs) and present to senior Intelligence Officers across the ACO at Intelligence Coordination Boards. Establishing multi-disciplinary networks across the ACO, TESSOC analysts will work closely with military CI points of contact as well as outreach to academia.
· Contribution to Objectives: The incumbent is the principal assessment staff for TESSOC threats for the SWHQ and the ACO from peacetime to crisis to conflict. TESSOC analysts are subject matter experts on unconventional, asymmetric and hybrid warfare involving a wide spectrum of hostile (State and Non-State) intelligence actors (and in all domains) within SACEUR’s AOR. In doing so, the incumbent contributes to other J22 assessment areas as well as maintaining a TESSOC Decision Support Matrix for Military decision-making.
7. Remarks
Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.
The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
