Through this competition, the NATO International Staff seeks to select qualified applicants for the posts of:

- Multinational Capability Delivery Officer (G15/G17) - Pending Budget Approval

- Aggregating Munitions Demand Officer (G15/G17) - Pending Budget Approval

1.        SUMMARY 

The Defence Investment (DI) Division is responsible for facilitating the development and adoption of cutting-edge, innovative and interoperable capabilities, critical to ensuring the Alliance’s ability to undertake the full spectrum of missions and operations. Key lines of effort include:

  • leading the development of major complex capability programmes in the land, maritime, air and space domains - including on Air and Missile Defence, Alliance Future Surveillance and Control capability (follow on to AWACS), Air Command and Control (Air C2), Joint Intelligence Surveillance and Reconnaissance (JISR) assets and other critical Consultation, Command & Control (C3) networks – and in doing so addressing all policy, political-military, technical and practical aspects;
  • leading NATO’s policy and engagements in the aviation domain;
  • pursuing interoperability through prioritised standardisation efforts, developing with Allies new approaches to operational challenges, supported by a commitment to operational experimentation and innovation;
  • leading NATO engagement with Defence Industry and working to ensure the resilience and robustness of the transatlantic Defence Industrial Base;
  • maintaining the Alliance’s technological edge through exploring and driving adoption of emerging and disruptive technologies, with a particular focus on autonomous systems;
  • facilitating multinational cooperation in capability development through a series of specific initiatives tackling critical capability requirements;
  • understanding, adapting to, and pro-actively addressing climate change;
  • informing and responding to the Alliance’s evolving capability needs through NATO Defence Planning;
  • providing oversight to NATO Agencies involved in capability development and delivery (in particular NATO Communication and Information Agency and NATO Support and Procurement Agency);
  • working with a range of key stakeholders within NATO including the Strategic Commands and externally with NATO Partners and relevant international and regional organisations including the EU, as well as with industry and academia.

The Strategy Directorate is responsible for providing overall coherence of capability deliverables through policies, plans and links with external stakeholders, including those in research and technology and in industry. Within the Strategy Directorate, the Multinational Capability Cooperation Unit (MCCU) serves as the Defence Investment Division’s focal point, for the multinational aspects of offering customised advice to Allies regarding capability delivery activities within NATO Defence Planning Process (NDPP) step 4. In this context it supports Allies in the fulfilment of their NDPP target obligations by identifying, formulating, and facilitating the initiation and advancement of specific multinational High Visibility Projects (HVPs). The Unit provides advice on all matters related to multinational capability cooperation.

The post holder directly contributes to the full range of activities of the MCCU. In this capacity, the post holder directly enables Allies and partner nations to identify, formulate, initiate, and advance High Visibility Projects (HVPs) for multinational capability cooperation in response to NATO Defence Planning Priorities (NDPP). In addition, the incumbent contributes to the execution of the Reoccurring Process for Aggregating Demand (REPEAD) amongst Allies.

 

 

2.       QUALIFICATIONS AND EXPERIENCE

ESSENTIAL

The incumbent must:

  • hold a university degree, or an equivalent level of qualification, from an institute of recognised standing;
  • have at least 2 years’ of relevant experience and a good knowledge of international capability development activities;
  • possess a good knowledge of NATO’s and Allies’ methods and structures to develop requirements and related planning processes and a good knowledge and understanding of NATO's organisational structure and political-military priorities;
  • have excellent analytical and communication skills and be able to draft quickly, clearly and concisely;
  • have an output focused mindset and can-do attitude paired with an ability to operate independently;
  • have the ability to engage with Allied stakeholders to effectively discuss and frame existing capability requirements and match them with potential multinational implementation opportunities; 
  • have the ability to effectively advocate for the initiation and implementation of specific multinational capability cooperation efforts amongst a diverse set of relevant stakeholders;
  • possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; I (“Beginner”) in the other.

DESIRABLE

The following would be considered an advantage:

  • demonstrable customer service mindset and an associated high degree of attention to detail;
  • be driven to continuously seek opportunities for improvement in their line of work and desire to reduce organizational stovepipes and inefficiencies;
  • relevant professional experience with international armaments co-operation, including procurement policies and related institutional and industrial developments;
  • experience working in an international work environment.

 

 

3.       MAIN ACCOUNTABILITIES

Policy Development

Contribute to the development of concepts, policies and procedures designed to systematically capture Allied capability requirements and identify, initiate, and advance multinational capability delivery in response to these requirements and in concert with the NATO Defence Planning Process. 

Expertise Development

Obtain thorough understanding of Allied capability requirements in key areas. Develop specific proposals for multinational capability delivery: consult with subject matter experts, apply and develop expertise across the full DOTMLPFI[1] spectrum supporting the effective, efficient and practical development and facilitation of multinational capability delivery in compliance with NATO policies. Contribute to a wide range of efforts to create political support from Allies to pursue multinational HVPs as well as provide necessary support to political implementation. Stay abreast of any relevant developments, within and outside NATO, including in the EU.

Stakeholder Management

Enhance and manage internal networks and ensure proper coordination with subject matter experts, as well as develop contacts with NATO Military Authorities, national delegations, individual partner nations, NATO agencies, and other International Organizations. Represent the Directorate and Division in engagements with Allies and partners with a view to systematically capture Allied capability requirements and identify, initiate, and advance multinational capability delivery opportunities in response to them. Participate in meetings at NATO Staff level, NATO Committee level and with related external bodies, in particular the EU and EDA.

Project Management

Manage the execution and implementation of the REPEAD amongst Allies with a view to convert Allied requirements into targeted multinational implementation activities.

Co-ordinate and manage specific NATO staff facilitation efforts for multinational capability delivery projects and/or programmes. Design and execute tailored engagement campaigns with Allies and partner nations using various entry points (e.g. informal bilateral discussions with delegations and MODs, committee sessions, other existing engagement opportunities) in order to obtain senior political buy-in – usually through Letters of Intent at Defence Ministers’ level – for pursing these opportunities.

Provide and coordinate NATO staff support for achieving and maintaining rapid implementation progress toward critical political milestones (e.g. signature of Memoranda of Understanding, contract signatures) and more importantly the delivery of physical capabilities.

Ensure, in close coordination with the Public Diplomacy Division (PDD), that the above efforts are effectively supported by a compelling Strategic Communications (STRATCOM) strategy with high impact activities. 

Planning and Execution

Independently lead the planning and execution of individual activities associated with the REPEAD amongst Allies as well as strategies and work plans associated with the initiation and implementation of individual HVPs with all the relevant stakeholders involved.

Knowledge Management

Engage regularly with the private sector to identify and, if applicable, leverage innovative ideas and approaches for Allies and partner nations to conduct capability delivery by working together. Follow and enhance established work methods for the Unit, supporting the implementation thereof.

Perform any other related duty as assigned.

 

 

4.       INTERRELATIONSHIPS

The incumbent reports to the Head, MCCU. The post holder assists in the co-ordination of work within the Division, with other Divisions of the International Staff, with the NATO Military Authorities and with national delegations, as well as, where appropriate, with other International Organizations and relevant actors of the private sector. The post holder advises the Assistant Secretary General and Deputy Assistant Secretary General/Director Strategy for Defence Investment on emerging developments in the multinational capability cooperation domain.

6       CONTRACT
 Contract to be offered to the successful applicant (if non-seconded): Definite duration contract of three years; possibility of renewal for up to three years, during which the incumbent may apply for conversion to an indefinite duration contract.
Contract clause applicable:
In accordance with the contract policy, this is a post in which turnover is desirable for political reasons in order to be able to accommodate the Organisation's need to carry out its tasks as mandated by the Nations in a changing environment, for example by maintaining the flexibility necessary to shape the Organisation's skills profile, and to ensure appropriate international diversity.
The maximum period of service foreseen in this post is 6 years. The successful applicant will be offered a 3-year definite duration contract, which may be renewed for a further period of up to 3 years. However, according to the procedure described in the contract policy the incumbent may apply for conversion to an indefinite contract during the period of renewal and no later than one year before the end of contract.
If the successful applicant is seconded from the national administration of one of NATO’s member States, a 3-year definite duration contract will be offered, which may be renewed for a further period of up to 3 years subject also to the agreement of the national authority concerned. The maximum period of service in the post as a seconded staff member is six years.
Serving staff will be offered a contract in accordance with the NATO Civilian Personnel Régulations.
NOTE: Irrespective of previous qualifications and experience, candidates for twin-graded posts will be appointed at the lower grade. Advancement to the higher grade is not automatic, and will not normally take place during the first three years of service in the post.
Under specific circumstances, serving staff members may be appointed directly to the higher grade, and a period of three years might be reduced by up to twenty four months for external candidates.  These circumstances are described in the IS directive on twin-graded posts.
