Post Context/Post Summary

Supreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE).  SHAPE supports SACEUR in fulfilling his terms of reference, as directed by the North Atlantic Council.

The Command Group (CG) provides and sustains strategic level command and control capabilities to support SACEUR in exercising his command functions.

The Office of the Chief of Staff (OCOS) provides full spectrum support to COS/Vice-COS in fulfilling their duties.

The Office of Organisational Advisory and Change Management (OACM), as an integral part of the Office of the Chief of Staff (OCOS), provides: a holistic, cross-functional, objective analysis and advisory capacity.

The incumbent is responsible for providing an enterprise organisational structural change management and assurance capability to selected organisational resources, processes and business practices to COS SHAPE. In particular: He/she acts as the primary OACM Enterprise Analyst and Advisor to COS SHAPE on workforce organisational change issues, ACO-wide, and beyond. Furthermore, he/she provides a corporate, cross-functional overview and high level reporting function and analysis capability on enterprise structure, organisational issues and business change projects and programmes and assesses impacts on workforce resource demand and change. This post is to be civilian as the skills required are not readily found in military personnel but are readily available in the civilian market and satisfies a requirement for civilian workforce as an important part of NATO’s workforce mix. To ensure effective enterprise design and change execution, the incumbent has an intimate understanding of the NATO regulations concerning organisational construction and workforce matters that is not regularly available from within the Nations. Further the incumbent provides corporate knowledge to the Branch on the evolution of J1 policies resulting from change management of the enterprise.

Principal Duties

The incumbent's duties are: 

1. Act as the Principal OACM Enterprise Architect and Organisational Analyst and Advisor to COS SHAPE to provide crosscutting strategic enterprise structural advice to the Command Group to ensure that structural entities are balanced according to SACEUR’s priorities across ACO and non-NCS entities when acting on behalf of NCS.

2. Provides an advisory competence to COS SHAPE through liaison and networking within NATO, the wider NATO Military Authorities and the Alliance Nations.

3. Sets strategy, Initiates, facilitates, and executes programme and/or project management practices and other appropriate strategic organisational change mechanisms on structural organisational change issues, ACO-wide.

4. Initiate and ensure continuous co-ordination with SHAPE AIA on all audit related organisational change matters within constraints across ACO.

5. Initiate and ensure continuous co-ordination with SHAPE J8 on all financially related organisational change matters within constraints.

6. Ensure continuous co-ordination with SHAPE J1 on all workforce related enterprise organisational change matters.

7. Identify opportunities for enterprise organisational analysis, business process reviews, resource savings and organisational optimisation and balance across ACO.

8. Act as the ACO’s principal focus for liaison and understanding with key decision makers and opinion formers throughout NATO for strategic enterprise change initiatives and demands, most importantly, with the International Staff (IS) and International Military Staff (IMS).

9. Initiate and develop draft Research Reports and briefings, containing analysis and recommendations for enterprise organisational change initiatives.

10. Initiate programmes and projects focused on corporate effectiveness and efficiencies.

11. Introduce pre-emptive, focused corporate solutions to improve enterprise organisational performance.

12. Initiate and undertake an enterprise organisational assurance advisory role during key strategic change initiatives.

13. Lead and contribute to Project and Programme Management capability within ACO based on proven project and programme management principles and techniques.

14. Provide training to support ACO’s projects teams, in order to facilitate the employment of Project Management processes.

Special Requirements and Additional Duties

1)    The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any changes to the contract.  This is a mandatory deployment post.  The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TD assignments, both within and outside NATO’s boundaries.  Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days, and may be on short notice.  For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.  This post is the principal focus for liaison and understanding with key decision makers and opinion formers throughout ACO, ACT and, most importantly, with the IS and IMS.

 

Essential Qualifications

A.        Professional/Experience

      1)    Minimum of 6 years of experience in a related filed including a minimum of:

a.    2 years of operational experience in planning, implementing, and managing enterprise design and change in a large complex organisation and,

b.    2 years of experience initiating, developing, and advising on organisational design and change.

      2)    Experience in a corporate, cross-functional overview and high level reporting function and analysis capability on enterprise structure, organisational issues, and business change projects and programmes.  This experience should include assessing impacts on workforce resource demand and change.

      3)    Experience in policy development, drafting, and implementation.

      4)    Sound knowledge of the NATO and ACO structure, organisation, and mission.

      5)    Experience in keen analytical thinking and judgement and in the provision of constructive solutions and recommended potential courses of action.  This experience should include the delivery of impact statement on various topics.

 

B.        Education/Training

1) University Degree  in business administration, engineering, economics, public administration, operations research, business process engineering or related discipline  and 6 years post related experience, or Higher Secondary education and completed advanced vocational training  in that discipline leading to a professional qualification or professional accreditation with 8 years post experience.

2) Project Management Certification from an internationally accepted institute/university/organisation.

The post holder must be able to influence and persuade at executive and senior management level within IS, IMS, NATO Agencies and within ACO.  This level of engagement and interaction requires sound experience and the ability to develop and sustain a professional network across the NCS.  They have to be able to draw upon a strong ability to perform critical and flexible thinking, prepare and propose solutions, requiring the ability to make judgments without the benefit of guidance from supervisor, demonstrating vision and business acumen in implementing new ideas, methods, or processes.

• Managerial Responsibilities: This role is a high-visibility staff position that requires executive level experience, acumen, performance, language, conceptual foresight, tact, judgement, and ability to provide advice to the flag level on the organisation’s policy direction within the professional area.   ACO credibility is contingent upon effective performance of this function.

This post will process a large quantity of information in a short period.  Essential to achieve this is a level of professional experience and competence with working with flag officers to understand the level of information they require to understand complex and complicated enterprise and workforce change programmes.  This is constantly subject to changes and amendment, so the ability to conduct analytical and strategic thought, and make timely decisions, independent from direction and guidance from the chain of command is essential.  High levels powers of communication are essential, both through written submissions, and verbal briefings, and the incumbent must have a deep-seated interest in the subject matter that extends beyond work practice.

• Professional Contacts: The post holder is responsible for the design, implementation, and continuous control and resourcing mechanisms of NCS organisational structures ensuring efficient communication flows with stakeholders enterprise wide.  They lead high-level projects, working groups, and ad-hoc tasks to achieve an optimised NCS structure to meet DDA and other plans.

The post holder will deal with multiple internal and external executive senior stakeholders.  This includes flag level and civilian equivalents within ACO and with NATO HQ (Delegations, IS and IMS), ACT and NATO Agencies.  The post holder will represent ACO and engage in relevant discussions at NATO HQ resource committee meetings, including conducting negotiations and handling difficult on-the-spot questions and compilation of the Annual Report on NATO C2.

The routine work schedule includes briefing COS SHAPE up to daily routine attendance at ACO/ACT COS level meetings which extends to Military Committee Working Groups as required.

• Contribution to Objectives: The post holder plays a key role towards SHAPE priorities, making best use of Nations and NATO HQ direction and guidance to deliver the optimum NCS in support of the full implementation of DDA based on a 360-degree approach.

The post holder is proactive in developing strategies to accomplish objectives; establishing and maintaining relationships with a broad range of stakeholders to understand needs and gain support; anticipating and resolving conflicts by pursuing mutually agreeable solutions.  This will include delivering positive impacts on projects and organisational success, realising tangible business benefits, and making effective and efficient use of resources.

The post holder provides enterprise-wide strategic resource advice and guidance for ACO; including the development and coordination of organisational policies and planning activities in order to ensure that ACO makes the best use of structural practice to achieve its strategic goals.

• Supervisory Responsibilities: The incumbent will be required to direct and supervise the work of HQ and ACO wide multifunctional teams in the area of structural discussion policies and workforce planning and management. This would take the form of leading projects, meetings, Working Groups, ad-hoc tasks; translating business opportunities into concrete measures beneficial for the organisation; assuming a continuous active role in this critical enabler area, and reconciling tensions and dilemmas.

 

REMARKS:

Duration of contract: Pending Approval.  Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).  Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post, which may be augmented by allowances based on the selected staff member’s eligibility, and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.
